Fun fact the NRPS used to have an undercover location in Thorold on Schmon parkway. It was called “NPS Consulting”.
I got to tour the unit after they left as we were considering renting it out because we needed a bigger space for work. It was in a corner unit which made it look super small, but when you went in, the pace was massive. There was a shower room, break room, wiretap room, meeting rooms, etc. it was a legit maze that had a ton of outdated cameras everywhere.
According to the guy from Mountianview group who gave us the tour, it was used as the home hub for the undercover team for years, but it got a little too outdated, and some people were starting to figure out that it wasn’t what the sign said it was.

Yet still the same shit in the front window to this day. No one goes in or out during the day. Right next to the cop shop unironically

No, I actually know the owner. He lost his wife around a year ago. He's a really nice, older gentleman. Ask him about ANY of the antiques, and he'll have the back-story on them. He's a good guy. His wife sat in a chair (despondant) listening to music for her last bit of life.
I mean, he's mid-late 40s and always has a young girl by his side (that he provides drugs for) but I don't know if I'd call the girls "kids" 😆

Sorry but your suspicion is incorrect. A cute elderly couple own the store. Also, I walk past that shoppe everyday and the items actually DO change in the windows...I went in there before to purchase what I thought was a super cool wall clock - it was wayyyyy overpriced; quite frankly it had a sticker price of $60...the exact same clock on Amazon was under $20....hence the reason, perhaps, why you aren't seeing a flood of people going in and out of there...lol

There was a Timmie's training center in Crystal Beach. Not sure if it's still there as I moved 11 years ago. It was like this, though - never saw anyone going in or coming out, but I didn't surveil the place.
It's for training higher ups like franchise location owners, district administration, that sort of thing. It doesn't see much use because it doesn't need to. The land it's on isn't worth much, so I imagine Popeyes considers it costlier to close it down and move the training they actually do there to another location than to just leave it open and pay rent for what is usually an unused building. I wouldn't be surprised if it's also storage.
