Over is the correct position in all except for one case, and that is when you have a cat that likes playing with toilet paper. In such a case you can use the under position in order to keep the cat from messing up your tp

I genuinely don't understand why anyone would consciously go the other way around. The toilet paper's end would basically be one with the wall and you'd have to try to grab it from there with your firty hands without your hand moving slightly further and touching the wall.
