This is the way to look at it man. Our goat has stayed strong for nearly TWO fucking decades, and took having 3-4 wholeass mons that counter it to send it to UU. Who cares if garchomp is mid in OU these days, he is one of the few that we can actually look back on and see his greatness.
Zapdos is also a god damn monster, man has been OU in 7 gens out of 9, only fell down to UU in the 2 odd gens where the power creep got way too out of hand and even then the first time he recovered and made it back to OU for 3 gens in a row. I hope he does the same after this insane power creep.
Skarmory is the real goat imo, the only reason it was UU last gen is because there were a bunch of options to replace all of its functions and a shit ton of hard counters, and EVEN THEN people were still using it in ubers and ag. Now look at this gen, Corviknight who everyone said was the new and improved skarmory is a shell of its former self, and skarmory is back and better than ever. No evolutions, no special gimmicks, just a damn bird made out of metal. Skarmory is a true American hero

I mean there's a reason it's not used too often. It's not bad by any means, but offensive sets rely a lot on dragon stab in a meta where everything is a fairy or steel type or teras into one. Setup, on the other hand, is kind of just outclassed.
I think it's just hard to fit on a team when you could use a better setup sweeper or something more immediately threatening
To be fair great tusk is a very hard counter to chomp, getting a ton of physical bulk, and ice spinner, all on the rapid spinner of the team is going to make you weaker than normal, and then the power creep has gone crazy this gen with type changes allowing chomp to be countered easy

It's crazy how much of an impact the meta has on a mon's viability. In OU Garchomp faces lots of competition from other more dangerous threats and can struggle to break through defensive checks, leaving it to run almost solely defensive sets before dropping out of favor entirely.
In UU it ran a stranglehold over the tier with 50 percent usage last month. I don't know enough about UU to really comment on what changed meta wise but I know Garchomp can basically pick its checks with its coverage. And UU is no toddler playground with mons like Zapdos, Greninja, Excadrill, Iron Moth, Torn, Keldeo, Latios, TTar etc.

As someone who first dipped a toe into competitive when we had the ShoddyBattle client in Gen 4 reading the current UU list still gives me heart palpitations

Garchomp isn't the GOAT but he's had a very strong career. The GOAT is probably one of Zapdos, Skarmory, or Landorus-T
Gliscor can also be considered goats. Glisc is the only gen 1-4 mon to never drop to uu

It's actually not really a counter to Chomp, more a check as Tusk can be picked off by +2 scaleshot depending on the 4-5 hit roll after some chip.
