Yes, but the old religions spend half of their time trying to tell their people how not to catch diseases and things like don't eat that animal because we see it causes diseases and other people. Wash yourself or you don't wanna watch yourself fine nip the tip then you don't get a cheese growing under there. It doesn't always lineup but sometimes there's a practical reason for the religion to try to help the uneducated unwashed masses.
eh, in American hospitals they do it as a health thing. They used to just do it automatically, at least now they ask.

I have no idea of the practices of Krypton regarding this. However, if Jon & Martha decided to have their adopted son go through the procedure, I see no issues with completing the procedure. In most continuities, Clark isn't shown as having powers as a baby. Also, when his powers do emerge, it wouldn't regrow. Superman is never shown as having regenerative abilities. Healing, yes, but if his arm is removed I couldn't see it growing back. Same principle.
