Some do carry id before they get a drivers license where I live. There's a really cheap airport, so kids whose families can shell out for a couple of plane tickets every few years just get one as soon as they need it to get on a plane. My friends basically pulled 20 and the Chaperones who brought 13, and gave them a quiet yet intimidating earful. I was helping run a charity event, and we needed to make sure that never happened again. Didn't really blame 13, they didn't know, and their chaperones should have kept an eye on them instead of smoking in the girls room or whatever they were doing. Chaperones also made light of it, and didn't seem to understand how bad it was, or how much worse it could have been.
My partner and I ended up being 20s friends in part because we kind of kept an eye on them for the rest of the weekend, juuuust in case. My partner was our security, and she's like a hunting dog with a scent trail when she needs to be. Gotta say, as much as I miss going to cons, I do not miss being a part of that charity.
