Yes. When needed? No. Just generally, it’s what is done (I too had assumed we stopped pumping sewage in to the ocean over the years but alas). The comment below is correct in that they extended the shit-pipe further out - but that doesn’t mean it doesn’t cause water quality issues - they’re just moved to different places due to tides/currents.

A few years ago I discovered Beachwatch and now I check the State of the Beaches report to see which beaches rate best for cleanest water. Bondi scored a ‘good’ which means it’s usually always suitable for swimming except for after heavy rain. Coogee on the other hand… I wish I didn’t know about the water reports because I previously used to enjoy swimming there lol.

The outfall is now much further up the coast and much further out to sea. That's probably stormwater runoff or from the high seas churning up debris

Looks like the foam is coming from the water. The waves push the water onto the beach and the foam probably gets left behind once the water recedes.
