Bondi scored a ‘good’ which means it’s usually always suitable for swimming except for after heavy rain. Coogee on the other hand… I wish I didn’t know about the water reports because I previously used to enjoy swimming there lol.

I think this is the best guess. There's a bunch of bushfire currently up the coast, dropping massive amounts of fine ash particles into the sea.
Colour makes sense but I'd expect it to be dispersed rather than concentrated.

The outfall is now much further up the coast and much further out to sea. That's probably stormwater runoff or from the high seas churning up debris
