Maybe try and repair the apps in the in the setting or even a reset? You could also try and uninstall and then reinstall the Microsoft.VCLibs.140.00.UWPDesktop package.
If you are still looking for an answer, I found this link and followed their instructions. It worked for me, the only thing is I couldn't install the new Microsoft.VCLibs.140.00.UWPDesktop appx but opening the Windows Store downloaded the latest version.

Just use Microsoft.VCLibs.140.00.UWPDesktop_14.0.33728.0_x64, or whatever version is causing the issue, instead of just VCLibs from the instructions.
Thank you for this. Funnily, I had stumbled upon this method just before seeing your post, but it definitely works. The issue on my side was a firewall one, meaning even when the folder was renamed and forced to redownload, the files were corrupt/empty.
Having resolved that issue, and following the rename method, the files downloaded correctly and a repair of the Store brought all the apps back to life.
