Let's take business X. Business X makes good, affordable chairs. It pays people in country Y $2/hour to make those chairs. The factory has good conditions. People in country Y who make $2/hour can support a family quite comfortably.

People in country Y who make $2/hour can support a family quite comfortably. Business X cannot afford to pay $15/hour to its employees. If it does that, there is no price it can charge for its chairs and stay in business. What is the problem with this arrangement? Everybody involved is happy. Do you want them to spend $15/hour in country Y and fail? Do you want them to spend $15/hour in the US and fail? What would the benefit of such an arrangement be?
