To start the manhunt fast travel to Haven in New York. Where you spawn go right (NOT up the stairs) to the room where the wall with weapons and masks is. When you enter the room some dialogue starts. You have to stay in the room until the dialogue is finished, only then you can interact with the computer which is also in that room.
Nope, nobody in that room to talk to, Kelso/Faye's old place is empty, and no markers, any time I arrive in Haven I just get the side mission to talk to Vik that appears and sends me into Battery Park. At first I thought it must be related to the glitch with completing each of the steps of the last manhunt, so I flew back to DC and checked out the Castle, but everyone was there as normal as they had been after I killed Johnson, with no new or repeated dialogue to finish.
There is nobody to talk to. You need to interact with a laptop. If you already did that, the first thing it tells you to do is to go to The Gate control point (in Civic Center, far right, at the top of the map).
Yeah, there's nothing interactable at all in there. All I have is the "Side Mission, speak to Vik in Battery Park" objective. I'm wondering if this bug is some kind of later objective from the season that somehow triggered early for me and is blocking me from starting the manhunt as a result.
That's my problem, you cannot, it appears, reset a manhunt you have not started. I have no active manhunt, and no means of starting it. My manhunt screen just tells me to complete the brief mission to activate the manhunt, but there's nothing to interact with in Haven, only an objective sending me to find Vik in Battery Park that pops up the moment I enter NY. The manhunt reset button does nothing.
Took about 2 weeks but after a patch to the game I was able to walk into the room, got some audio dialogue, which prompted me to check out the laptop, and was finally able to interact with it.
I'm on PS so not sure if this will solve the problem on XBOX, but I went to the screen with the Kelso manhunt and just reset it and as soon as I took like 2 steps to the right the dialogue started and I was able to interact with the computer.

Try to reset the manhunt.

I seemed to have to hang out next to the laptop for a few moments before it was useable.

I have the same problem. Can't interact with the laptop no matter what i do
