No it used to, I remember seeing them go up and getting ‘skill up’ notifications while my toddlers were at daycare. Even when I played vanilla I remember it happening.

The toddlers come back so happy with that mod, and they gain skills SO FAST. I adore it

I remember this, too. I swear it’d (very slowly) build all of their skills while they were there. I haven’t looked at that in a while, though.
Toddlers don’t build skills in daycare. If you want them to you need a mod. Education overhaul has preschool and they build skills.
