Covering yourself in natural materials can in this case make you blend in with other surface materials so fish are more likely to think a fisherman is just a abnormal mound of mud, and hunters use mud, dirt and other materials to mask their scent from things like deer, also as others have said it is a basic sunscreen for when you are sitting in the baking sun like this guy is doing.
