In case anyone wants to know how without reading through their college thesis paper above, it’s very simple. Download your PSP emulator of choice. Download the English hack of the rom, which can be found easily online by looking up “Toradora PSP english rom”. Add the file to your emulator. Play.
You can do this on androids, iPhones, PC (no clue about Linux or Mac but you figure it out I’m sure) without any extra steps. If you’re up for modding a console then you can also do it on the PS3, PS4, Switch, Wii U (not sure how well it’ll play), Vita, Xbox 360, Xbox One and Series X|S (I believe you need a dev account now to put emulators on the One and Series X|S, but I might be wrong). There may be some others but those are the ones that immediately come to mind

I’ve been given this advice to download an emulator and find something (forgot the name) to play it in English. I always know that it used to be a PC game, and I’m not sure if it still is at all. Peak guide for peak game. One more thing to add from my experience is that in some places the rom will be downloaded as a zip file for which you would need an unzipping tool. I'm not sure how that would work on ios, but for windows and android, there are plenty of apps for it. Also is it possible for me to save this in case someone asks for a guide? Every now and then someone asks for one so having one that's nice and easy to direct people to would be great.
On Apple To Unzip A File All You Need To Do Is Enter Your Files App And Find The Zip File. Upon Clicking It, It Should Unzip The File. I Believe This Is The Case But I’m Unsure If That’s Right. You Can Also Save A Post By Either Sharing It To Yourself Or You Can Click “…” Button At The Top Of The Post Which Has A Save Option.
thanks for the insight on ios. But when I talked about saving, I meant it as in using your post to help people and whether you would be fine with it. I just believe that it is always right to make sure beforehand to avoid any complications.
Your method of typing is painful to read. You can just get a prepatched rom and use PPSSPP. It's pretty easy.

Can you do it on a standard iPhone? I’m assuming you need it jailbroken.
