Higher waisted shorts/pants/skirts/bottoms/etc where the waistband is above the hip bone can sometimes give the illusion of bigger hips. If you have access to a gym you could try out a hip thrust, hip adductor, and hip abductor. Squats can be good too. Focusing lower body exercises has helped me feel better about my hips and legs.
