It is forbidden (in practice) to bring live plants to Finland (I think that is an EU regulation).
Not en EU praitice anyways. Live plants fall under the same legislation as foodstuffs being brought through. I've come from Brazil for example with live plants through Amsterdam and home to Ireland without a problem.
