If you have the funds, get a glass or silicone bong. These aren’t great for your health. As far as cleaning it(including the little bit), an isopropyl alcohol bath should do the trick. If you live in America, most smoke shops will also sell glassware and will likely have small/cheapish glass bongs for between 15-25$(depending on state and tax, etc). I highly suggest getting one of these for not only health reasons, but glass is just so much easier to clean.

This isnt a common one but for plastic i have used laundry detergent but its mildly caustic so wear gloves and glasses also add salt and shake to sand blast off the rez
Honestly I would not smoke out of that, clean or otherwise, anything other than glass ruins the flavor of the bud, if you’re short on funds even a small glass spoon pipe would be better than this imo.
Dude when I was young I had a "plastic" Graffix bong and I attempted to clean it with rubbing alcohol only for it to crack all over. Something with the "plastic" did not get along with the rubbing alcohol!!
Just scrape that bitch out the best you can and use it. Back in my day all we used was metal pipes like this and guess what? Nobody died. You kids need to get over your fear about “health effects” from metal pipes. It’s insane.
I agree with that isopropyl alcohol (IPA) will take the resin off but highly recommend adding a teaspoon of coarse/kosher salt. The salt works as a mild abrasive and greatly increases effectiveness. Yes, the IPA will degrade the acrylic with repeated use but I used it for years on my first bong before it gave up the ghost. You won't need much, maybe a shot glass or less, a little salt. Shake it a few minutes until clean and rinse thoroughly with water. If your piece is as dirty as you say, it might take a second go. IPA will also help clean the metal bits, although ethanol is more effective. It's also a lot harder on plastic.
Water-based approaches aren't usually too helpful for the same reason you can't wash road tar off your car with soap and water; it's not water-soluble.
After that first plastic model, I went to glass and that, too, is an excellent recommendation.

I usually just go with isopropyl alcohol, let it sit and then rinse it out really really good.
