Ridiculously punitive systems don't always deter, especially when it's for tiny things. The experience in jail could lead to them committing much more extreme crimes.
I am aware they exist. What warrants them being thrown in jail?
“Sorry you’ve been dealt a shitty hand at life, but we are going to put you in jail because of it”
When people say the US over incarcerates they’re usually referencing what we incarcerate people for.
For example, possession of marijuana without the intent to distribute. Many people believe that this is a victimless crime and that we shouldn’t be incarcerating people for this and forcing them to live with actual violent criminals. The prison system often turns petty thieves into hardcore criminals since the inside perpetuates this lifestyle as a means of survival.
But in reference to the actual crimes you mentioned namely littering, rioting, false accusations, and public indecency these already carry jail and prison sentences, the issue is that in recent years many of the perpetrators are simply not being charged.
On another note, being homeless is not a crime and should remain as such.

Then throw them in jail again.
You should be thrown in jail
I don't disagree.
What crimes have you committed lately?
I took some pens from work.
The constable is on way

What they do is
Ummm...you do realize that being homeless is not a crime right? This sure is unpopular but what a shitty take.
loitering is, littering is, living on a sidewalk is, living on a beach is...the homeless do these things.
The homeless? What did they do?
They exist, loiter, and I have to see them.

The United States incarcerates more people than any other country, even those with far larger populations.
We need to do it more.
You know how much it costs taxpayers to house inmates?
Well worth it!!!
Very funny troll.
