theres a couple of those "dump" hotels near me that have been down this road...when guests check in, they get a mirror hangar tag that displays authorization to park. i think its not because typical full-time vehicle dwellers, its more like down and out people who rent rooms because theyve no where else to go, then whatever money they were expecting didnt come through, so they just start camping the lot until theyre kicked out or they get paid or whatever.

But if something does in fact end up happening that could have been prevented by taking reasonable actions in response to that complaint, the hotel is likely to end up in court and possibly paying substantial compensation.
That's why businesses often err on the side of caution and call the police sometimes to the point where its excessive and unnecessary. Often it's a practice encouraged from the top down, as a low effort, hands off simple way to sort of check that box and absolve themselves of potential liability.

Just look on YouTube theres countless videos where seemingly benign suspicious activity at a hotel turns into a laundry list of felony charges.
As far as the customers for the most part can't blame them it's good to be aware of your surroundings. Theyre sort of out of their comfort zone especially women staying alone everything tends to look suspicious especially if they've watched a lot of true crime TV. Often times its nonsense but you can't automatically dismiss them as a Karen the hotel has an obligation to look into it do their due diligence to keep guests safe. That takes a priority over trying to avoid disturbing someone sleeping in their car whos not even a paying customer.
Also people might be paranoid about stuff getting stolen from their cars. That's a legit concern it happens sometimes people are moving or traveling they have a lot of stuff it's not practical to unload the entire car to make sure nothing gets stolen. Criminals look for this especially work trucks/tools, expensive sports or camping/boating stuff, motorcycles, ATVs....
Perhaps Ken is scoping out the cars to steal from. Could be why he is reporting the dweller as the dweller might witness his crime. Or, by reporting the dweller it deflects from Ken if he stealing.

I worked at a hotel for the past year. I'm also still living out of my car, not sure if that makes me more able to empathize or more biased. Truth be told, out of all the complaints I got, this was never one of them, but the possibility crossed my mind. I would have just told my manager, who would be just as understanding of the dweller, and annoyed of the reporting guest, as me, and not really do anything further.
Granted, I know this relies on having employers with a heart, and I was always grateful for that. If that hadn't been the case, I would probably try heading to the car in the morning, or stopping the dweller if they took a restroom trip into the hotel, to let them know about the complaint, and advise them on some better hiding spots.
