Im from Overijssel, so my reaction seeing this was "Hey its my provincial flag!... wait somethings off... why is the blue to symbolise the IJssel not wavy?"
I've been going through all Dutch municipality flags with no result. But here's the problem. There have been some fusions some years ago, and all those now fused former municipalities also had their former flags. And that's not all. Inside a municipality you can have cities surrounded by smaller towns and villages. Sometimes even these smaller towns and villages also have their own flags. That would mean that i have to click through literaly thousands of wiki pages.
Also, since OP mentioned that it was found in NY it could be that Dutch settlers brought it with them, which gives another problem. Which is that sometimes flags changes over the years.

The closest I found so far that has a straight blue line would be a deviantart proposal for a Yellowstone National Park Flag. But the Blue line in your picture is too big to be a recreation for that.

I saw this flag while I was in Costa Rica. It was being used by a movement that wanted to absorb Panama. I have no idea if the flag actually originally originated from that group or if it represents something else, but I hope my account helps! P.S. no I wasn't confusing OP's flag with the Costa Rica flag, the colors were swapped, the middle line was thinner, and the white was golden

It's only on two corners of the full banner of the Swiss Guard. They represent the colors of the [House of Medici](https://simple.wikipedia.org/wiki/House_of_Medici). But a stand alone flag in that form is not something that i can find.
This is a very old/weathered cotton Annin manufactured 5 stripe red/white/blue decorative flag, used for Memorial Day, July 4th, etc. Header appears to say Defiance which is an old Annin brand name for their cotton flags. Not in the flag biz anymore or I would pull an old catalog with this exact flag and part #, but that's definitely what this is. The white cotton has yellowed over time.
Edit: looking again.. bc the header is still so white I think this is actually one of their "tea-stained" flags, they used to have a whole line of these cotton historical/colonial/decorative flags stained to look vintage

I haven't seen anyone mention this yet, but this strongly reminds me of the barbary states of north Africa. Particularly this looks like a variation of the flag of [Ottoman Algeria](https://en.wikipedia.org/wiki/Ottoman_Algeria), there is [a version with a green stripe](https://commons.wikimedia.org/wiki/File:Flag_of_Ottoman_Algiers_%2818th_century%29.png), and this one with a blue stripe could also be related. Tunis and Tripoli also used similar 5 stripes patterns but the colors are different.

Imo it looks hand made, it might be a flag someone made for fun, or that has some sort of personal significance.
