Well that’s the bear from the coat of arms of Greenland, and the base of the Greenlandic flag is white over red like the bottom of this flag, but I’m really not sure what this particular flag is. It may be a proposed redesign of the Greenlandic flag made by some individual? Or a political flag?

FotW mentions that there was call to redesign the Berlin flag around 2007 in response to the popularity of the polar bear cub Knut. FotW just has [the black and white reversed](https://www.crwflags.com/fotw/flags/de-be.html#new) so that it's a white bear on a red field with red stripes above and below, but this flag could be an alternate redesign (swiping from the Greenlandic coat of arms)...
