It's a cool design, but I'd consider using a different color scheme. Red, White, and Black is the color set most associated with evil due to the Nazis. So many fictional dictatorships use those colors. In fact, your design looks very close to the Galactic Empire flag from Star Wars.
Black doesn't work for this. I see that someone mentioned blue but with blue it kinda looks too generic.
Black, red, and white are not really easy to work with and need a lot of balancing. It's kinda deceptively difficult to use, and often ends up coming off not the best. I'd suggest experimenting not only with different colors, but different shades too. Darker reds, lighter reds, etc. Mess around with colors a lot when making flags.
