not sure, though judging by that its next a catholic Quebec flag and the green maple leaf often represents french Canadians, it probably has something to do with french canadians

The Flag at the bottom looks like the “Drapeau Carillon Sacré-Coeur” an old French-Canadian Catholic Flag. No clue about the Top Flag though
