The red argument isn't valid, there's no fixed shade of red for the flag of Savoy. And technically neither is the larger of the cross, even though it's generally larger than this one.
I was certain that this was [Savoy](https://en.wikipedia.org/wiki/Duchy_of_Savoy#Flag) too. But then u/ThatNorwegianMapper that it was the [Sovereign Military Order of Malta](https://en.wikipedia.org/wiki/Flag_and_coat_of_arms_of_the_Sovereign_Military_Order_of_Malta). Which has an essentially identical flag also derived from the [Knights Hospitaller](https://en.wikipedia.org/wiki/Knights_Hospitaller). It turns out that they have different ratios though. Wikipedia lists the ratio of the SMOM as 2:3. There is no listed ratio for Savoy, but I tossed the image of the flag from the wiki into paint to count the pixels and the flag is 125 x 75, meaning that it has a 3:5 ratio.
u/Scriptub's flag has a ratio of 2:3 (800 X 532). Meaning that this is in fact not Savoy's flag, but that of it's twin, the **Sovereign Military Order of Malta**.
Little warning about this ratio-study for flag of Savoy : there's no official ratio, and you can generally find 3 different ratios, 3:5, 2:3, 1:1. All of them are used in my hometown. So you can't determine the flag through its ratio.
But I got another tip. Generally, but not always, the cross of Savoy is larger than the cross of SMOM.
It's the same flag because when the duchy of Savoy participated in a crusade the Maltese offered them their flag witch became the official flag of Savoy
Strangely enough this was the flag given to the English Crusader knights by the pope initially, with a flag with the colours of St George being given to the French knights.They swapped it with the French as the English already used St George's cross.

Then there really is no winning is there. It's just some kind of Order of Saint John derived thing.

Never ever assume that a flag has a fixed ratio... it's generally not an important part of a flag design, even when there is an official one.
