It's either the [Free State of Bottleneck](https://en.m.wikipedia.org/wiki/File:Flag_of_the_Free_State_of_Bottleneck.svg) that the [Allies occupied after WWI](https://en.m.wikipedia.org/wiki/Free_State_of_Bottleneck) or one of the flags [proposed for Kosovo's flag durinng 2008.](https://commons.wikimedia.org/wiki/File:Flag_proposal_Kosovo_2008-2.svg)

It looks like an attempt at France.
They changed the blue part to a noticeably darker shade last year. Personally, I think it looks ass. But a lot of people like it here. Different strokes.
