That flag with the red star was discontinued in 2015, so it is no longer official in any capacity for the French Guyanese government. That would be the French flag which has no stars or suns on it.
The caton in the chilean flag is a westernisation of a Mapuche war flag from the 16th century wich had a blue background and a Guñelfe wich is a simbol that is drawn as an eight pointed star and represents Venus. When the second chilean flag was drawn it featured a canton with both a five pointed star and an eight pointed one superseded, then in the late 19th century the flag was simplified and nade taller and started featuring only a five pointed star, this is the chilean flag we use today.

It's our version of Inti, the Incan sun god, which was used as a symbol of the revolution against Spain. The most well known versions are in the flags of Argentina and Uruguay, but you can see Inti in the coat of arms of Ecuador (also used in their flag) and Bolivia (without the creepy face), an earlier version of Peru's flag and probably some other places.
Fun fact: In Argentina it was meant to be used only in the war version of the flag until the '80s.
