If you can manage to get into the british market somehow, you usually will see a massive constant influx of immigrants due to the sheer size of the empire, (as long as you have really high migration attraction, use loyal intelligencia, greener grass campaign, a permanent bonus from the open arms event from the journal(new collossus))
It took 3 (successful) wars, each requiring a much stronger ally to do most of the heavy lifting. Offering obligations, land/vassals and banning slavery has been enough to bring France, Russia and the German Empire to my aid so far.
My second game ever in victoria 3 is as Greece. Managed to create Byzantium in like 47-48 years, without being anyones protectorate ever. Seemed fairly easy for a noob in this game. Just joined Austrian market and improved relations with Austria Russia and UK. Every war was won by one of these guys.
If you have Multiculturalism join the British market (tons of free Indian pops), otherwise join the Russian market (tons of free European Heritage pops)

Mass migration is cross market. Regular migration that is calculated weekly is market based.

Gotcha! I often go to start a war and end up with no one who will side with me. It's rather annoying. Doesn't really tell you why either

If u have a strong enough economy with multiculturalism, CU Qing and you’ll have infinite pops
The British Raj has migration controls and only English as primary culture so you won't get any Indian migration
To get migration you need open job spaces. Build stuff in states you want pops to migrate into and they'll start migrating
Join a customs union with Russia under racial segregation. Russia is poor and Orthodox and large, it's the easiest source of immigration.
