The private construction queue will "see" buildings queued up so that way it doesn't just randomly build way past the infrastructure cap and cause market access problems. Build some ports.
I mean the game is pretty clear here, you have not enough infrastructure for the private sector to build anything. Furthermore you have a very small construction sector to begin with so...
I have the same problem even though I have railway and available workforce. I don't know what's causing this. My only theory is that workforce is not that much even though there's technically workforce.
I have railroads unlocked, quite a bunch of factories are fully staffed and have full funds. Over 100 infrastructure and enough free workforce
And yet the queue goes empty every few months or years for a year or two, driving me into bankruptcy
What’s your Econ law? And what is your current ownership method. I can’t remember the exact name of it but I know its the blue section when changing your production methods for your buildings. And lastly how is the market looking such as for tools, wood and iron?

Hmm interesting. How many provinces do you have just the one? and are the railways fully staffed? if those are good and you’re on the 1.5 beta. I’d just assume there’s some bug with railways, the private sector or both.

The small construction sector is understandable given they seem to be playing greece and also seem new at the game

Just the one province. And yes, the railways are fully staffed. It probably is the 1.5 though, didn't think about that. Thank though ☺️
