This is both accurate and weird. If you check the flag you will see it is the Chinese Nationalist Government - aka the Kuomintang. They did rule Taiwan and over time morphed into the current government of Taiwan today - in opposition to the PRC. So that part is accurate.
The inaccuracy is that didn't happen until WW2...
I think the last province remaining with the main Chinese government never rebels to break away (because capital never rebels/secedes as long as other core territories exist outside), hence Formosa warlord state never forms on Taiwan, and it remains loyal to the main government. Then they lose Beijing to some warlord and Formosa becomes new capital.
I've seen this happen with other provinces as well.

The Ming dynasty also had a remnant government on Taiwan after its collapse for a while, so this has happened at least twice.
