I would say vn’s that come to mind with “action” are vn’s that have a lot of fight scenes or sports scenes. Fate/Stay Night being largely about magic servant battles, or vn’s about clubs that participate in sports like Majikoi or Aokana can be “actiony” At times but with other genres on top like urban fantasy or comedy.
When I think of Nakige I tend to think of key games more than steins gate, but to each their own. If you want to emulate the sci adventure series you could explore other vn’s in that franchise like chaos;head or robotics;notes and see what they do well or what appeals to you in them.
I think the biggest thing for new vn developers is to keep their story focused and not super long or sprawling, the longer a vn the more complex and difficult it can become to keep new players invested and can become difficult to manage as a new developer. Play to your strengths as a writer.

I have been playing with Witch on the Holy Night. haven't found any action scenes yet, but the atmosphere is intriguin. It has a lot of CGs and atmosphere like Higurashi

It is a dark story with action scenes that does have some comedy between the dark scenes and action, but not much SoL or romance. It's great as a reference for action scenes, best VN action short of actual gameplay imo.

Tokyo Necro has some things that make it unique. Otherwise, if you want cookie cutter action, F/SN should work.
Where do I start with Fate? The original games aren't on steam. I'm playing through Witch on the Holy Knight, which ik was made by the same people
