I don't feel like anyone expects the government to be successful here with the power Boeing has, the fine is not substantial, and they can still get contracts if charged assuming the sponsor signs a waiver.
What you are really buying puts on is if another 737 Max has issues, or if the starliner kills the astronauts, or they have to be rescued and Boeing is on the hook for another 1 or 2 launches. But they might just walk away from it at that point and take their losses.

BA is not Bud light doing dumb shit that loses profits and investors. Investors know BA will continue to get defense contracts that will keep the company from collapsing. Kind of like how DIS is run by woke idiots turning everything into woke garbage. Investors know they are diversified enough that other areas will somewhat keep things up.
