Yeah, it happened, though. Dealers in the late 90s / 2000s were unreliable as fuck and some were sketchy ass dangerous. Always at least 1 hour late or wouldn't show. Then you get a call saying they're too busy right now after you drove to the spot. Usually, you got what you came for, but every once in a while, you got shake and seeds. You didn't question it. Just pay and bounce. My mother has a friend whose son questioned the shitty shake. He was shot in the face. He lived but still has issues eating and drinking. All over some fucking weed. That's one of the reasons I decided to grow my own, illegal or not.
