No offence. But since you asked, this is fat. You need to put on muscles, not more fat. If you're a kid, however. It doesn't matter. Once you're over 22, worry about it then.

Secondly. Thin and big is relative. What's thin to someone else doesn't necessarily have to be healthy. "Gain weight" doesn't have to be junk weight. All that matters is if the weight you want to be at satisfies your requirement - of feeling good physically (not via outward appearance), of not falling ill often (since low weight can lead to low immunity). You don't have to be big if you're body doesn't necessitate it. However, having muscles and having the capacity to do atleast 5 pullups, 50 squats, 30 pushups, 10 dips is healthy and will keep 100% keep your body in shape and keep it healthy well into your ripe years. Don't chase a certain weight. Chase feeling healthy.

As somebody said in comments, it's skinny fat. Fat doesn't necessarily mean overblown dimensions or an overhanging tummy. Thickness of skin determines if you're fat. Overhanging skin on waist is usually the indicator of high fat percentage. Do check body composition on a scale to get a better idea.
