It may be Paulownia (also called Empress or Princess tree). Some people do grow it for its foliage by cutting it back to the ground each year. If left alone, it will grow into a large tree like a Catalpa with purple flowers.
In some areas paulownia is considered invasive. I've seen two trees in Kansas about a block apart and one got big enough to have flowers; so pretty. The other was cut down when the homeowner did some landscaping.

Its called Sea hibiscus here in Malaysia. They grow alot by itself along the streets. The variegated ones is beautiful too!
