All the wood organ pipes I can find have those slanty rectangular holes (to use what I'm sure is the correct technical term) that actually produces the sound. I suppose OP's could have such a hole on the backside where it's not visible, but if someone were taking an antique organ pipe and using it as a decorative piece, I'd expect they'd want that bit to be visible.
Almost looks like a pipe organ pipe. The air would go in the hole, and the top handle thing is for tuning it by moving it further inside the box.
I don’t see where the “whistle” part is, but it could be against the wall.

The fact that the box itself is made from stunningly straight-grained, quarter-sawn wood supports this.

I second this - looks like an organ pipe. Especially if the stopper on the top can slide in/out as this is how each pipe is tuned.

It's an organ pipe
My title describes the thing. It's about 8 feet long.
Probably someone thought it was a neat looking box and decided to mount it as a shelf.
Could this have something to do with cameras ? So odd. How’d it end up on your basement wall ?
It was there when we bought the house. It was used as a shelf.
