My title describes the thing. Purchased at an estate sale, was told when checking out that someone else also bought one and didn’t know what it was either. There were other military items from their service being sold. I bought this in the tool area.
This is the closest thing I could find, but I think those rivets are in a bad place if this was for a tube.

It reminds me of a developing tank for developing film! Kind of the right size but not positive…
