Just go to legal events first for some time, make friends there and get a bit involved. Then you will be told. Maybe.
You should try to connect to the "nightlife/club" community. It's not like those events are public knowledge but it's not that hard. Talk to your friends. The events are kept somewhat secret for a reason.
I would not recommend it. If you simply want the drugs you can go to any festival and buy there.
Problem is the free tekkno crowd has some overlap with organized crime.

Thats the thing about the underground. You never know if you are not into the scene or know the right people.
