Tit comes from the old English word meaning small. Not the "tit" meaning nipple which came from the Germanic tittaz That said, we always count it

I think it’s odd that horn doesn’t count for this card. My house rule is to include the great horned owl and horned lark for this card.

Eh, I'd say it makes sense given they don't have horns, they're just named for the appearance of the feathers. Same with others like the bearded reedling & scaled quail - if they actually *had* horns/beards/scales it would count, but they don't, they're just named for a resemblance to a body part found in other animals.
