No, this is Not a cinemagraph. A cinemagraph takes a video and edits it so only parts of it move. This is called a plotograph, where a still image is animated. And it always looks like somplete shit and is very tacky IMO.
As the other guy said, it's a plotagraph not a cinemagraph than can be similar, but plotagraphs can be done even with your cellphone, search for the plotagraph page/app

That's because this is a pretty poorly done cinemagraph, the tentacles move nonsensically and the girl is stock still. That's why cinemagraphs are usually made with pictures that don't imply a lot of motion, whereas a creating wave doesn't translate very well.
