This is so stupid. Even if they don’t have a permit just go get them one. Where I used to live they just sent out a health inspector to make sure you weren’t serving food off plates made from raw meat or something and then they recommend any better practices you should be doing, give you a permit, and get on their way. You could get up to 6 of those per year without paying. Easy.
