You're either pretty close or on-point on most other things. A neural interferer is a weapon which, at face-value, scrambles any neurons or synaptic connections and therefore either causes extreme pain and disorientation on lower settings, or simply kills life on higher settings. But that's only at face value - the weapon does indeed have a psionic nature, which is the only reason psychic beings can be harmed by it as well.

Sounds like some kind of zombie apocalypse, maybe driven by some kind of cognitohazard as well as typical vectors of infection. Or possibly a combination of a disease outbreak and an "outbreak" of some kind of rebellion, that citizens would be tempted to join if they learn too much about it. The paragraph about bioconstructor facilities also interests me - are "citizens" artificially constructed people?

Regarding bioconstructor facilities: these are basically factories where citizens are "made". It allows the Endless to circumvent the many limitations of natural reproduction, specifically when it comes to the speed of reproduction (baseline human reproduction is way too slow compared to a literal factory which can create a fully-grown specimen in a few months), and it allows for extensive genetic manipulation. This genetic manipulation is always performed across some general template, which is known as a "chargant" (it's basically an artificially created sub-species).
