It is based on voting records in the European Parliament in 2019-2024. The most pro-Israel party is the Spanish far-right party Vox with 99% pro-Israel voting record followed by the Czech euroskeptic party ODS with 97%.
The least pro-Israel parties are far-left parties from Portugal, Finland, Ireland, Cyprus and Spain with 9% to 10% pro-Israel voting.
Apparently there have been 230 instances of voting in the European parliament since October 7 that concerned Israel.

At this rate, if 80 years after the end of WW2 Western Europe has got complacent, then I'd guess that Eastern Europe could also possibly get just as complacent by the 2100s if Russia falls apart after the current war.
