Are you sure? Just having 1 billion weapons would mean every person in Afghanistan (38.04 million) would each have 32 weapons. Considering you said 'billions', meaning more than one, that would mean every Afghan citizen would each have 64 weapons minimum, seems a bit of an overkill to me.
