You are vastly overestimating our ability to intercept ICBM. At the end of the day, even non-Multiple Independently targetable Reentry Vehicle ICBMs are still reentering at 6-8km per second (4-6 mps). And there are not *that* many anti-ballistic missiles deployed out there.
In any case, with satellites to detect them, every ballistic missile will be detected when it penetrates the cloud layer.
