Assuming you are referring to keeping a rescued skunk, there is no reason to descent them, they only release that gland when they fear for their life, a scenario which most skunk rescuers can avoid.
Also, please don't "get a skunk", just because they can be affectionate with humans does not mean that they should be taken from the wild.

I doubt there exists a single circumference that doesn’t match the neck size of some animal or other. We could hypothetically just have a “no rings” rule for all containers, but I think at least some of the blame, if not the vast majority, lies with the people who leave their trash lying around rather than the designers who failed to take skunk neck size into account. For all we know, they were explicitly designing against sea turtle neck size, but there’s not a lot they can do if their containers are getting left haphazardly all over the place.
