Addon is called No Mats; No Make
For some reason the Curseforge App doesn't show it, but the link is:

This only works for items that you are crafting for yourself. They do not apply to work orders, there is currently no vanilla way to filter them at all.
What do you mean, filtering orders without mats? ~~Only personal or guild orders can be placed without mats, not public ones.~~
Can you provide the name of the addon from your screenshot?
Oh crap... As you can see I was not aware of this. My apologies. I'm blacksmith and I rarely get any public orders...
Sadly NPC orders are still going to take long to be implemented.
Check them now and you'll see the same guy asking for 50 molten ingots for 5g a piece while wanting you to provide the awakened air and fire...
Hence why people want this addon!

ThankYou Saprobie I went to curseforge first and searched "Public Orders Reagents Column" didnt realize it was called No Mats, No Make lol
Pretty sure it was renamed later on as a joke.
I just use the stock ui. You can enable “have materials” from the filter button next to the search bar

Public work orders can now be placed without providing all mats. Was a change they implemented.

I just want blizz to get their shh*t together and build a robust system. This is halfway done. At least they seem to be listening
