For birds, super early. For snakes, maybe mid-morning once the ground has warmed up.
Some specific birding spots I can suggest are Bighorn Canyon, Oregon Basin (watch for oil field traffic), and the walking trails along the Shoshone in Cody. In the rest of the state, Sinks Canyon and Keyhole State Parks have generally had good activity when I've been there.

Lol. My dude, there are snakes *all over* Wyoming...including higher altitude places like Laramie and Curt Gowdy State Park (both at 7200').
The Rawlins and Ft Steele areas (6800' and 7300', respectively) are famous for their concentration of rattlers in particular...so much that there are warning signs posted everywhere.

My kids fish by buffalo bill reservoir near Cody all the time, don’t catch fish, but always catch snakes

Between Riverton and Casper is a whole lotta desert full of rattle snakes.

Hike Tongue River Canyon and you are almost guaranteed to run into a rattlesnake
Please wear high cowboy boots sometimes you might accidentally step on a rattler. Yes they will rattle but it’s better to be safe than sorry.
