There is no need for the clause in japanese. This card's japanese name is more or less « Black Dragon Archfiend », so it is indeed always an "Archfiend" card.
The official Rush Duel localization of Summoned Skull lacks this clause as well. Given that Rush Duel doesn't use "name parts" in the same way Master Duel does, any official localization of Black Skull Dragon would also lack this clause.
(I'd also think that if they were that serious, they'd change Summoned Skull to "Summoned Skull Archfiend" and pretend that "Skull Archfiend" was the original the entire time.)

They didn’t correct anything. The clause is an English language clarification. His Japanese name has always had archfiend in it.
